Project Summary
Tetra Tech is implementing the recently awarded, five-year USAID Power Africa Empower West Africa (EWA) Activity . Building on a decade of Power Africa success, EWA aims to close the energy poverty gap in the region by increasing supply of and access to affordable, reliable, and sustainable electricity. By 2029, EWA aims to establish six million new electricity connections; reach financial close for 2,500 megawatts of new generation capacity; construct 1,500 kilometers of new power lines; and achieve sales of 40,000 productive use of energy (PUE) devices.
Position Summary
Tetra Tech is recruiting an outcome lead focused on optimizing utility performance to boost electricity access. The Utility Performance Lead coordinates Empower West Africa technical assistance and capacity-building support to local utilities to address persistent challenges, such as technical and commercial losses, low revenue collection, and inefficiencies in operations and management, including infrastructure deployment. This position is full-time, and hiring is contingent upon USAID approval. Interested candidates must be eligible to work in Ghana or ready to relocate to Ghana. Regional travel in country will be required.
Position Responsibilities
- Provide technical leadership and delivery on expected results in Empower West Africa partner countries related to helping utilities strengthen their operations and finances, including financial and investment planning, targeted loss-reduction programs, and improved customer relations and services.
- Lead and coordinate technical assistance initiatives tailored to utilities in the region, ensuring alignment with Power Africa goals.
- Manage Utility Management and Distribution and Loss Reductions Specialists.
- Develop and implement capacity-building interventions addressing key utility challenges, focused on operational management (technical and commercial).
- Analyze utility performance metrics to identify inefficiencies and implement strategies to improve revenue collection and reduce losses.
- Regularly liaise with the Power Africa Coordinator’s Office, USAID Missions, and other USG agencies, as needed.
- Maintain strong relationships with relevant sector stakeholders, including utilities, ministries, regulators, and Power Africa development partners.
- Integrate Power Africa guiding principles in the design, implementation, and evaluation of program activities, including promoting inclusive and gender-sensitive approaches that deliver opportunities for marginalized communities.
- Oversee monitoring and evaluation framework to assess the impact of interventions and alignment with Power Africa objectives.
- Participate and assist in setting up and undertaking periodic reviews and reporting on progress, challenges, and recommendations to the project leadership and stakeholders.
- Perform other related duties as assigned
Minimum Qualifications
- Bachelor’s degree in business administration, law, engineering, economics, finance, policy, or a related field.
- 10 years of progressively responsible experience in the energy sector, including in electricity distribution and utility management.
- 5 years of management experience, preferably related to electricity utility management.
- Demonstrated familiarity with and prior experience addressing energy sector challenges in West Africa.
- Deep experience across the energy value chain, including utility operations and management, energy sector reform, utility performance, performance improvement strategies, rural electrification programs, and power project development.
- Excellent oral and written communication skills in English.
Preferred But Not Required Qualifications
- Master’s degree in business administration, law, engineering, economics, finance, policy, or a related field.
- Experience designing and implementing programs that promote gender equality and women’s empowerment in the energy sector.
- Fluency in French.
