Project Brief
The programme Participation, Accountability, and Integrity for a Resilient Democracy (PAIReD) supports public institutions in Ghana in implementing citizen-oriented, trustworthy, and accountable governance structures at national and local level. PAIReD works on behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ) in partnership with the Ministry of Finance in Ghana and is implemented by the Deutsche Gesellschaft
für Internationale Zusammenarbeit (GIZ) GmbH. The programme cooperates with ministries and national authorities, civil society organizations, as well as 60 districts. PAIReD supports the capacity development of its partners for making the public financial management system more transparent, fairer, and more effective. It advises national institutions and partner districts on developing data-based plans and inclusive planning processes, strengthening the
linkages between land-use plans and development plans with an associated budget and expenditure. PAIReD also cooperates both with state and non-state actors to curb corruption through joint actions. Furthermore, the capacities of state institutions for uncovering and prosecuting cases of corruption and money laundering are strengthened and competencies of civil society and media for their participation in accountability processes is improved.
Scope Of Role
- The Advisor will provide expert advice and input to anti-corruption agencies and other relevant stakeholders on relevant legislation, institutional reforms and other legal operational instruments necessary to strengthen the overall anti-corruption regime in Ghana. The role includes designing and delivering capacity-building initiatives to enhance Internal and External Audit, Access to Information and Citizen Engagement. Additionally, the Advisor will contribute to results-based monitoring and reporting of activities.
Tasks
- Work with the Ghana Audit Service (GAS), the Internal Audit Agency (IAA), Right to Information Commission (RTIC) and the Public Interest and Accountability Committee (PIAC) to conduct participatory assessments of institutional strengthening needs related to staff, systems, and behavioral drivers of needs and associated change.
- Identify and implement initiatives to strengthen the capacities of the RTIC, PIAC GAS and IAA to collaborate with other Anticorruption agencies to roll out effective anti-corruption mechanisms.
- Support the development, review and implementation of RTI legislation and guidelines in National and Subnational levels, to align with international best practices and national needs.
- Support Citizen Participation and Stakeholder engagement with the PIAC and RTIC.
- Support and Provide technical Backstopping interventions with Partner MMDAs in the areas of Access to Information, Internal and External Audit.
- Oversee specialists and consultants delivering technical assistance, capacity building, and systems strengthening related to internal and external audit, as well as access to information and oversight of natural resource revenues.
- Ensure alignment and identify opportunities for collaboration with other donor funded PFM, anti-corruption and open government interventions with the view to preventing duplication
Qualification Required & Experience
- Masters/MSc Degree in Humanities, Social Sciences, Development Studies, Public Administration, Project Management, or any other relevant discipline.
- Excellent working knowledge and experience with Public Financial Management (PFM) in general, and more specifically Governance, Accountability and Anti-Corruption Institutions.
- 5 to 7 years professional experience in a comparable position.
- Working experience with GIZ or similar Development Organizations.
- Ability to make effective decisions, lead, and work in a team, and build collaborative networks.
- Ability to express yourself well both verbally and in writing.
- Excellent research and report writing skills.
