BACKGROUND ON Ghana IHP

The purpose of the USAID-funded Ghana Integrated Health Partnership (IHP) activity to strategically contribute to the Government of Ghana’s strategies to reduce preventable maternal, newborn and child deaths, including stillbirths, and improve their overall health and well-being by 2030. Activities are expected to advance Ghana toward increased localization, strengthening the capacity of Ghana institutions and local organizations to introduce, deliver, scale-up, and sustain the use of evidence-based, quality MNCH, voluntary family planning, malaria, and global health security services. The project will increase access, utilization and quality of maternal and child health, family planning, malaria, and nutrition services to reduce preventable maternal, newborn and child deaths in northern Ghana.

Position Summary

The Technical Director/Deputy Chief of Party (TD/DCoP) for the Integrated Health Partnership (IHP) project in Ghana will provide both technical leadership and managerial oversight. The IHP project aims to reduce preventable maternal, newborn, and child deaths, including stillbirths, and improve health and well-being by 2030, while contributing to the Government of Ghana’s strategies. The project focuses on advancing localization, strengthening the capacity of local institutions and organizations to deliver, scale-up, and sustain evidence-based MNCH, voluntary family planning, malaria, and global health security services. The TD/DCoP will oversee the design, implementation, and management of RMNCH interventions, ensuring compliance with USAID standards, managing budgets, and fostering relationships with key stakeholders, including government officials, donors, and partner organizations. They will ensure the project meets strategic goals, increases access and quality of services, and strengthens health systems, with a focus on northern Ghana. The TD/DCoP will act as the Chief of Party (CoP) in their absence.

Principal Responsibilities

Technical Leadership & RMNCH Oversight

  • Lead and provide technical direction for the design, implementation, and scale-up of RMNCH activities.
  • Design and implement interventions to improve access, utilization, and quality of health services for mothers, newborns, children, and families.
  • Provide technical leadership in the co-design, pilot-testing, and implementation of Social and Behavior Change (SBC) interventions using human-centered design approaches.
  • Ensure evidence-based practices are applied in RMNCH services, collaborating with stakeholders at national and local levels.
  • Supervise and provide capacity-building support, including training for service providers and training of trainers in RMNCH and related areas.
  • Strengthen healthcare service delivery and improve the resilience of health systems at the facility and community levels.
  • Support the adaptation and implementation of the Government of Ghana’s RMNCH strategies in alignment with USAID G2G grants.
  • Monitor and evaluate project activities to ensure that targets and donor expectations are met.
  • Document and disseminate lessons learned for knowledge sharing, including conference abstracts, presentations, and journal articles.

Management & Operational Oversight

  • Assist in overseeing the overall operations of the program, including procurement, financial management, and operational planning.
  • Ensure compliance with USAID financial and procurement standards, monitoring program activities to safeguard financial integrity.
  • Contribute to and manage the project budget, ensuring that expenditures align with approved spending and procurement plans.
  • Oversee subrecipient management, ensuring efficient, cost-effective, and compliant project operations.
  • Provide leadership to the senior management team to ensure strategic objectives and operational goals are met.
  • Act as a liaison between field operations and headquarters to ensure alignment with organizational goals.
  • Ensure financial controls and systems are in compliance with generally accepted accounting practices that meet USAID standards and that all project-procured materials and equipment are safeguarded.
  • Support the development and timely submission of donor and Project HOPE budgets, reports, workplans, and other deliverables.

Stakeholder Coordination & Representation

  • Establish and maintain relationships with key stakeholders, including government officials, local and international partners, donors, and private sector actors.
  • Represent Project HOPE at national and state-level meetings, technical working groups, and stakeholder engagements.
  • Foster collaboration across various partners, including NGOs, UN agencies, and government institutions, to expand the project’s impact and visibility.
  • Advocate for RMNCH priorities and resource mobilization, collaborating with local and national authorities and policy-makers.
  • Identify and pursue new business development opportunities in line with Project HOPE’s strategic objectives.

Staff Leadership & Performance Management

  • Supervise, mentor, and support the professional development of staff, ensuring clear performance expectations and regular feedback.
  • Foster a strong, collaborative team environment that encourages accountability, innovation, and achievement of project goals.
  • Provide coaching and training in areas related to technical expertise, leadership, and management practices.
  • Build a strong and productive team environment, ensuring that team members collaborate and achieve goals effectively.

Monitoring, Evaluation, and Reporting

  • Collaborate with the Monitoring, Evaluation, Research, and Learning (MERL) team to track progress against project objectives and provide timely, accurate reports to donors and stakeholders.
  • Ensure data-driven decision-making is at the core of project activities, using dashboards and other management tools to monitor performance and inform future strategies.
  • Review and contribute to the development of project reports, ensuring that they meet standards of accuracy, transparency, and confidentiality.

Additional Duties

  • Assume the role of Acting CoP during the CoP’s absence, ensuring continuity of leadership and project execution.
  • Perform any other duties as assigned by the CoP, contributing to the overall success of the project.
  • Document and disseminate lessons learned for knowledge sharing and scale-up, including conference abstracts, presentations, and journal articles.

Minimum Required Skills, Education And Experience

  • Education:
    • Medical Degree and Master’s Degree in Public Health, Social Sciences, International Development, or a related field.
    • Clinical training and experience are preferred.

  • Experience:
    • 15+ years of relevant experience in senior leadership roles, including technical and managerial oversight of public health programs.
    • Proven experience in implementing RMNCH projects and a deep understanding of USAID regulations, procedures, and financial management.
    • Extensive experience working with Ghana Health Services and familiarity with the Ghanaian healthcare system.
    • Demonstrated success in team leadership, capacity building, and fostering effective partnerships with government agencies, international organizations, and the private sector.
    • Published public health expert with experience in academic or technical writing.
  • Skills:
    • Strong skills in project management, financial oversight, and subrecipient management. Experience with USG-funded projects preferred.
    • Advanced skills in analytical tools (e.g., Epi Info, SPSS, GIS), Microsoft Office Suite, and other project management tools.
    • Strong communication and interpersonal skills, with the ability to represent the organization at high-level meetings.
    • Fluency in English and proficiency in at least one local Ghanaian language is preferred.

Preferred Qualifications

  • Proven ability to build and maintain productive relationships with key stakeholders at all levels, including government officials, donors, and implementing partners.
  • Strong communication and interpersonal skills, with the ability to represent the organization at high-level meetings.
  • Demonstrated ability to develop and implement successful strategies for improving health service delivery and ensuring sustainability of health interventions.
