Project Background

Feed the Future Resilience in Northern Ghana Systems Strengthening will strengthen service delivery systems to attain measurable improvements in the nutrition and resilience of vulnerable populations in northern Ghana, particularly for reproductive-aged women and children under five years old. The activity will work to achieve three main objectives: 1) Local governments plan, finance, and deliver multisectoral nutrition services that respond to the population’s needs and increase resilience. 2) Local government, non-governmental, and private entities collectively implement solutions to attain measurable improvements in nutrition and resilience, and 3) Citizens influence local service delivery to respond to their needs.

Over five years, across 17 districts in the Northern, Upper West, North East, and Upper East regions of Northern Ghana, Feed the Future Resilience in Northern Ghana Systems Strengthening will improve the nutritional status and resilience of vulnerable populations through the health; agriculture; water, sanitation, and hygiene (WASH); and education sectors by enhancing local governance systems, optimizing resources to catalyze greater access to social services, and transforming the capacities of institutions to scale service delivery. The Activity includes a grant program that will catalyze investment, expand sustainable multisectoral nutrition and resilience programming, and mobilize communities to demand quality services and participate in local planning processes in northern Ghana.

Background/Scope of the Assignment

Resilience in Northern Ghana System Strengthening activity seeks to strengthen service delivery systems to attain measurable improvements in the nutrition and resilience of vulnerable populations in northern Ghana, particularly for women in their reproductive-ages and children under five years. Procurement and Logistics Officer will report to the Finance and Administrative Director (F&A Director) to deliver on the objects of the Procurement and Operations department. He/she will also ensure field-based adherence to donor and Abt Global procurement policies and procedures, regulations, controls, and reporting systems.

Procurement and Logistics Management Responsibilities:

  • Manage project’s inventory control system, and inventory reporting.
  • Manages the logistics for all project activities including trainings, workshops and meetings, etc.’
  • Collaborate with the F&A Director to initiate international procurements with the HQ Support Team.
  • In collaboration with COP and/ F&A Director, process customs clearance and liaise with USAID on tax waivers, as needed.
  • Develop procurement strategies including how to manage the volume of procurements, create a procurement timeline, etc
  • Develop, maintain, and update on a regular basis a procurement tracker of all project Assets.
  • Draft, issue, and review request for quotes (RFQs)
  • In collaboration with technical teams, obtain and review product specifications or scope of work for services; ensure that specifications and scopes are clear, objective and complete.
  • Draft or review purchase orders and local consultant agreements for execution
  • Facilitate the review and evaluation of bids, ensuring participation of relevant technical staff and consistency with evaluation criteria
  • Convene a procurement evaluation committee when needed and serve as non-voting chairperson to ensure integrity of the selection process and selection is consistent with basis of award and evaluation factors in RFQ.
  • Conduct and document vendor pre-qualifications for repetitive purchases such as lodging, catering services, office supplies, water, vehicle service; when practical, prepare master service agreements in consultation with Abt Home Office.
  • Conduct standard orientation for all new staff about how procurement function operates and their role in any purchase
  • Ensure that procurement files are complete and audit ready as soon as the procurement process is complete; Develop a system to check completeness of procurement files using Home Office provided procurement checklist
  • Develop standards for filing and handling of procurement documents. Work with the home office procurement department and back stop team to obtain requisite approvals.
  • Enter procurement transactions into QuickBook and iProcure entries
  • Prepare bid matrix and source selection memorandum (when required) which includes competition process, names of evaluators and adequate justification for award recommendation.
  • Ensure procurements are competed whenever feasible; work with technical team to prepare justification for non-competitive procurement for sole or single source.
  • Provide technical procurement expertise for staff to assist with planning and executing several types of procurements with short lead times while adhering to policy.
  • Stay current with changes in US Government and Abt Global policies and procedures related to procurement of goods and services.
  • Document all correspondence with vendors and maintain comprehensive procurement files.

Preferred Qualifications

  • Bachelor’s Degree in Logistics, Supply Chain, Business Administration or other relevant field.
  • At least four (4) years of relevant professional experience, with significant experience in the logistics and operations.
  • Demonstrated experience managing logistics and keeping track of project Assets
  • Demonstrated capability to work in close partnership with external stakeholders and transfer skills.
  • Excellent management, supervisory, organizational, computer, and writing skills.
  • Knowledge and understanding of tax laws and compliance.
  • Ability to use good judgment and professionalism, experience in decision-making.
  • Excellent analytical, oral and written communication skills
  • Accuracy and attention to detail
  • Experience with international donor regulations preferred.
  • Excellent Microsoft Excel skills and experience with accounting software (QuickBooks preferred)
  • English language fluency. (Language skills by country)
