Job Summary

The Manager - Budget, Grant and Finance provides financial and technical management for overall country budgets, grant budgets, expense monitoring and timely preparation and submission of financial reports. and manages and tracks budgets, forecasting, and supporting grant management efforts.

Job Description/Requirements

Responsibilities:

Grant/Project Audits and Grant Financial Reporting:

  • Coordinate and facilitate internal and external project/grant audits, ensuring accurate and timely preparation and submission of financial reports to funders, in coordination with the Manager – Accounting and Financial Administration.
  •  Partner with the Manager - Accounting and Financial Administration to maintain a comprehensive understanding of financial transactions, records, and systems to support audit requirements as it relates to grants/projects.
  • Collaborate with auditors, as well as the audit and finance committee of the National Advisory Council (NAC) to address inquiries, provide necessary documentation, and implement audit recommendations related to grants/audits.
  • Review and maintain a local Finance Manual ensuring its adequacy with THP minimum standards, adherence to established accounting principles, and donor specific requirements.
  • Assess and monitor risks for grants/projects.
  • Establish and maintain financial systems and internal controls to safeguard assets and ensure compliance with funder requirements.


Budgeting and financial planning

  • Lead the development, implementation, and monitoring of annual budgets in collaboration with the Manager - Accounting and Financial Administration and Country Leader.
  •  Analyze financial data and trends to provide insights for informed decision-making and budget adjustments.
  • Identify areas for cost optimization and revenue enhancement while maintaining operational efficiency.
  • Prepare and present regular budget variance reports and financial performance updates to senior management. as well as the National Advisory Council through the audit and finance committee.


Grant Management:

  • Collaborate with program managers to oversee financial aspects of grant applications, awards, and reporting.
  • Ensure proper allocation and utilization of grant funds according to donor restrictions and guidelines.
  • Prepare and submit timely and accurate financial reports to grantors, demonstrating accountability and transparency.
  • Ensure compliance with organizational and grantor policies.
  • Support development and review of (sub)grant budgets; provide training and support to partner implementation organizations as needed.

 

Other responsibilities

  • Contribute to the improvement or implementation of management information systems (implementation of Sage Intacct).
  • Participate in a collegial office environment including helping with office-wide initiatives outside of your own job area.
  • Represent the Company at external events and meetings.
  • Perform all other duties assigned by supervisor or manager.
  • Effectively communicate financial information and insights to non-financial stakeholders with the organization regularly to assist them in understanding their burn rate.

 

Qualifications

  • Education (Minimum Needed and Type of Degree Needed):
  • Minimum Required: bachelor’s degree in finance, Accounting, or related field.
  • Preferred: Master’s degree or MBA preferred; Professional certification such as CPA (Certified Public Accountant) or equivalent is highly desirable.

 

Work Experience (Minimum needed)

  • Minimum Required: 5 years of proven experience in grants financial management, budgeting, audit, and compliance, including experience in managing donor-funded grants, subcontracts/ grants, and a good understanding of international government donor rules, preferably in a nonprofit or international organization context
  • Preferred: Non-profit setting with remote team structure, and experience in a fast-paced environment with a small team.

 

 

Specialized Knowledge Needed for Job Performance

  • Proficiency with Spreadsheets and advanced knowledge of Excel is required.
  • Strong knowledge of local financial regulations, tax laws, and reporting requirements.
  • Strong leadership qualities and the ability to mentor and manage finance team members.
  • Experience in risk management and implementation of internal controls.
  • Possess an understanding of relevant legislation pertaining to NGOs.
  • Accounting and audit practices related to donor-funded projects.

 

Skills (e.g., Level of Judgment Required, Ability to Direct, Work Independently, Multi-Task, etc.):

  • Sound judgment, able to troubleshoot problems, and come up with creative solutions, while also identifying issues that need to be escalated.
  • Excellent analytical, problem-solving, and decision-making skills.
  • Project management skills, ability to prioritize.

 Superior organization skills and high level of accuracy, rigor, and attention to detail.

  • Strong teamwork and collaboration skills; ability to work with colleagues and partners nationally and internationally.
  • Ability to adapt and work in a very flexible, fluid, and evolving environment.
  • Resourceful self-starter with the ability to independently multitask and prioritize.

 

 

Special Skills (Technical or Advanced)

  • Proficiency in financial software and tools, including ERP systems and Microsoft Office Suite.
  • Proficiency in MS Office suite, with expertise in Excel.
  • High level of knowledge of Google Suite and tools.

 

 

Other (Communication Skills, Aptitudes, or Other Specific Skills or Abilities Required):

  • Fluency in both written and spoken [Local Language] and English.
  • Excellent personal integrity and confidentiality.
  • Ability to work in a varying schedule including nights, early mornings, weekends, and holidays.
  • Ability to travel domestically as necessary
