Job Summary

The Finance Manager will be responsible for the provision of an effective financial Support service within PDA and its initiatives. FM will be responsible for all relevant financial and accounting procedures, in accordance with the financial policies and procedures of PDA and its initiatives. FM will ensure that accurate and timely financial information is produced for the Senior Leadership Team (SLT) and assist budget holders in day-to-day management of their budgets. FM will engage in financial analysis in such areas as forecasting, budgeting, cost reduction analysis and reviewing operational performance on a regular basis. The FM will also work alongside the SLT to advise the MD on the state of financial resources available to PDA and ensure that budgets are not over run in relation to the current year and subsequent year forecast.

Job Description/Requirements

Responsibilities:

  • Coordinate the preparation, examination and analysis of accounting records, financial statements, and other financial reports in conformity with financial reporting and procedural standards.
  • Responsible for the preparation of all financial statements of PDA and its affiliates enterprises
  • Ensure that sufficient funds are available to meet ongoing operational and capital investment requirements
  • Support the activities within the finance unit and link up with other units.
  • Assist in implementing financial policies and procedures within PDA.
  • Prepare the company’s annual budget and cashflow forecast.
  • Report to Managing Director on variances from the established budget, and the reasons for those variances.
  • Have financial oversight responsibility for PDA initiatives and affiliates companies/enterprises.
  • Prepare Account of other PDA enterprise Accounts as and when necessary for the attention of the Managing Director.
  • Ensure that the day-to-day financial transactions such as invoicing, payments, imprest system, petty cash, banking, and stock function effectively and efficiently.
  • Oversee the reconciliation of bank statements for all PDA accounts and other enterprises.
  • Responsible for preparing financial statements, establish and maintain cash controls to ensure that it stays within available funding and approved budgets.
  • Ensure full back up of financial records at all times – in hard and soft copy.
  • Ensure that    all    revenues  are collected/receipted and that all the appropriate monthly/quarterly/annual reports are prepared on time and to the highest degree of accuracy.
  • Prepare and circulate the required management reports within the agreed timescale.
  • Ensure the company’s payroll schedules are prepared and paid with the schedule.
  • Ensure that all payroll deductions (PAYE, other taxes, SSNIT, Pension and Welfare) are paid to relevant parties on a timely basis in accordance with the statutory deadlines.
  • Monitor cash reserves and investments and advise the Managing Director accordingly.
  • Prepare the year-end statutory accounts and working papers within the agreed timescales.
  • Liaise with external auditors and help them in their work.
  • Ensure transactions are properly recorded and entered into the computerized accounting system.
  • Ensure the Asset register is updated and maintained.
  • Ensure projects budgets are prepared after the PDA wins projects.
  • Prepare Project Budget variance on quarterly basis senior leadership Team.
  • Correspond with other units, discussing company plans and agreeing on future paths to be taken.
  • Ensure retirement of all imprests and reconciliation of the Account monthly and report to the MD
  • Undertake other duties and activities as and when needed
  • Contributes to team effort by accomplishing related results as needed
  • Prepare and update cash forecast monthly.
  • Ensure PDA and its enterprises remain current on all its obligations with the GRA, Partners, staff, and other stakeholders.
  • Review all appropriate monthly financial reports and notify MD and SLT of any issues. Review monthly variance reports comparing actual to forecasts.
  • Keep abreast of laws, regulations, and government requirements as they relate to Financial and other corporate issues.
  • Assist the development and implementation of activity plan and budget that support the strategic direction set by the Board.

Requisite Qualifications:

  • BSc /BA in Accounting or Finance (required)
  • Professional Accounting Qualification – i.e. CA Ghana, ACCA, etc. (required)
  • MSc Accountancy/Finance (optional)

 

Knowledge, Skills & Experience:

  • At least 3 years of progressive experience in a similar organization.
  • Strong financial skills and the ability to develop and interpret financial statements applied to business accounting and finance principles are required.
  • Must be proficient in Microsoft Office
  • Superior analytical skills are required.
  • Strong organizational and project financial management skills to handle multiple projects.
  • Collaborative and able to work effectively as part of a cross-functional team.
  • Exceptional written and oral communication skills, including the ability to interpret financial report to stakeholders without financial background.
  • Proficiency in the use of MS Teams, project management and accounting software.
