Job Summary

Fish landing sites in Ghana continue to be threatened by competing interests, including but not limited to demands for citing of hospitality facilities, industrial facilities, residential structures, tourism amenities and other interests. As a result, many tenure problems and conflicts continue to arise that lead to fisherfolk losing their landing sites because of lack of proper documentation of ownership. The SOP is facilitating the development of a national policy to strengthen climate change adaptation and mitigation capacities in coastal areas through improved spatial and land use planning and to protect over 292 landing beaches, supporting the livelihood of over 140,000 fishermen across four coastal regions. The project seeks to develop a national policy on fish landing sites to regulate landing sites along the coast of Ghana. In addition to developing the national policy, the project will also document and secure 10 identified fish landing sites across all four coastal regions.

Job Description/Requirements

PROJECT OVERVIEW:

The Sustainable Oceans Project (SOP) is a three-year effort funded by the Norwegian Agency for Development Corporation (NORAD) and implemented through a consortium of three organizations: Environmental Justice Foundation (EJF), Hen Mpoano (HM), and CEWEFIA. The project aims to reduce fishery declines, build sustainability, and secure fisherfolk access to sustainable fisheries resources, achieved through governance reforms to

address over-capacity and illegal fishing and enhance participatory co-management.


The project implementation is guided by three (3) objectives, as follows:

  • Reduce fishery declines, enhance sustainability, and secure fisherfolk access to sustainable fisheries resources.
  • Improve income resilience of fishing communities to climate and human-induced threats through enhanced opportunities for value addition along fisheries supply chains and enterprise development.
  • Strengthen climate change adaptation and mitigation capacities in coastal areas through improved spatial and land use planning and community-led management of wetland and mangrove ecosystems.



OBJECTIVE OF THE CONSULTANCY:

  • To facilitate the mapping and registration of ten fish landing sites in the Western, Central, Greater Accra, and Volta regions.
  • To develop a national policy document for the delineation, development and administration of fish landing sites.


RESPONSIBILITIES OF THE CONSULTANT:

  • Conduct a comprehensive review of existing policies, regulations, and practices related to fish landing sites in Ghana.
  • Develop a draft fish landing site policy document, including recommendations and an implementation plan.
  • Facilitate stakeholder consultations to review and refine the draft policy.
  • Conduct a comprehensive review of existing indenture documents and effect necessary revisions to ensure clarity and legal accuracy.
  • Conduct a land search for ten fish landing sites
  • Prepare cadastral maps for ten fish landing sites
  • Prepare indentures for ten fish landing sites
  • Initiate and complete the registration of ten fish landing sites with the Lands Commission.


EXPECTED DELIVERABLES:

  • A comprehensive report on the review of existing policies, regulations, and practices for fish landing sites in Ghana.
  • A draft National Landing Site Policy document.
  • Ten legally registered landing site documents
  • Detailed reports on cadastral map reviews, including findings and recommendations.
  • Updated cadastral maps with land search results.
  • Revised indenture documents incorporating suggested changes (if applicable).
  • Complete Title registration of all the 10 fish landing sites across the four (4) coastal regions


QUALIFICATIONS, EXPERIENCES AND SKILLS:

  • A University degree in Land Economy or Geomatic Engineering
  • A qualified lawyer in good standing
  • At least five years of experience executing similar tasks
  • Good working knowledge of Ghana’s coastal communities
  • Strong analytical and report-writing skills

Greater Accra: Kpomkpo (Ada East District)
