BACKGROUND ON Ghana IHP

The purpose of the USAID-funded Ghana Integrated Health Partnership (IHP) activity to strategically contribute to the Government of Ghana’s strategies to reduce preventable maternal, newborn and child deaths, including stillbirths, and improve their overall health and well-being by 2030. Activities are expected to advance Ghana toward increased localization, strengthening the capacity of Ghana institutions and local organizations to introduce, deliver, scale-up, and sustain the use of evidence-based, quality MNCH, voluntary family planning, malaria, and global health security services. The project will increase access, utilization and quality of reproductive, maternal, newborn and child health, malaria, and nutrition services to reduce preventable maternal, newborn and child deaths in Ghana. The activity will work at high volume sites nationwide to have an immediate impact on preventable deaths, and strengthen Networks of Practice in Northern and Western Ghana to deliver integrated RMNCAH+N+M services in primary care for long term resilience and sustainability.

Position Summary

Project HOPE seeks a Biomedical Engineering Specialist to lead the IHP activity’s efforts to work with Ghana Health Service counterparts at all levels to strengthen the availability and functionality of essential equipment in support of around RMNCAH+N+M service delivery, including mapping, partner/stakeholder engagement and coordination for strategic investments in maintenance and repairs, and providing logistics and technical support to fill critical equipment gaps. Success will be defined by the number of supported sites maintaining an up-to-date equipment register and implementing a well-defined maintenance and repair schedule to assure quality service readiness at all times.

Principal Responsibilities

Stakeholder Engagement and Collaboration

  • Maintain a continuous map of the RMNCAH+N+M space to understand and align with each funder's contribution to procuring, maintaining and repairing RMNCAH+N+M equipment;
  • Work with key stakeholders and GHS at all levels to develop and m an up-to-date electronic database of all existing RMNCAH+N+M equipment;
  • Identify and implement gap filling maintenance and repairs to support GHS to maintain a functioning base of RMNCAH+N+M equipment at supported sites;
  • Represent the program to GHS biomedical engineering/technician counterparts at all levels, in equipment-related technical working groups and coordination fora, and with other funders (JICA, KOICA, UNICEF, etc.) contributing RMNCAH+N+M equipment, maintenance and repairs;
  • Maintain a current list of and represent the program to source vendors providing equipment and associated warranty coverage for existing RMNCAH+N+M equipment;

Technical Leadership and Oversight

  • Maintain current specifications for standard equipment for RMNCAH+N+M equipment, including current pricing and warranty cover;
  • Support GHS to develop and own standards for RMNCAH+N+M equipment to facilitate procurement of equipment by various funders according to those standards;
  • Lead program equipment, maintenance and repairs budgeting, procurement planning and implementation with up-to-date specifications aligned to GHS standards and in alignment with the contribution of other funding partners;
  • Lead deployment of IHP supported equipment and support deployment of equipment procured or deployed out of other sources;
  • Partner with GHS and CHAG to maintain a project-specific database of IHP supported RMNCAH+N+M equipment, maintenance and repairs;
  • Facilitate technically the identification of a prequalified vendors for equipment maintenance and repairs.
  • Participate in facility readiness assessments, operational research and equipment testing;

Program Management

  • Contribute to program work planning, budgeting, reporting and compliance requirements;
  • Support a well-functioning office workspace;
  • Participate in organizational planning and review meetings.

Fulfill other duties and responsibilities as may be reasonably assigned by the DCoP.

Minimum Required Skills, Education And Experience

  • BSc in Medical Electronics/Clinical Engineering or similar; MSc in Medical Electronics/Clinical Engineering or similar preferred.
  • 5+ years’ experience in biomedical engineering, equipment tracking and maintenance coordination.
  • Demonstrated knowledge of instrumentation, radiation, and the clinical environment
  • Familiarity with USAID’s administrative, management, and reporting procedures and systems.
  • Excellent diplomacy skills and a proven ability to establish and maintain interpersonal and professional relationships with USAID, host-country counterparts, and representatives from other key stakeholders such as NGOs, CSOs, and the private sector.
  • Expertise in research to practice—identifying and adapting best practices to specific project contexts.
  • Excellent verbal, written interpersonal and presentation skills in English.
  • Proficiency in Microsoft Office applications, including Teams and PowerBi.
  • Ability to travel nationally 50%.

  • Project HOPE employees work in the global health field and may be required to travel or work in countries where working conditions are classified as “hardship”.
